you didn't specify what "type" of connection your are using to access the Internet, rather important information...
you can not make any adjustments to either a dial-up or DSL modem from the user end that will increase either your downstream or upstream transfer rates...

1) Steal money and pay for a faster connection (not recommended). Or better yet, 2) get off dial-up and switch to DSL or Cable. For info about how to do this illegally, see step 1. get info about who has what in your area, go to dslreports.com

If you're really getting 1.5 kbps (and not 1.5 KB/s which is already a slow dial up), then I wouldn't blame you if you do anything to your ISP

Theoretically, you can hack your modem to have it deliver higher speeds...but as soon as you do that your ISP will notice and probably block you and even terminate your service.
