Well one problem could be that you have a hole in the hose that carries the water, and you would notice water all over the place, as well as steam coming from beneath the hood (from the water on the hot engine). If you haven't seen this, detatch the hose and check for any clogs or whatnot. If this still doesn;t fix anything, check the pump that pumps the water to the engine. If this is STILL a problem, be extra nice to your mechanic to try to get a better deal than *screw you for as much as I can* an hour. Not saying all mechanics do it, but beware.

You have a stuck thermostate, not allowing the water to flow. It is located on the engine were the top radiator hose connects. the housing for the thermostat is held in place with two bolts.
