Yes they can. They are called photo printers because they have enough colors of ink (black plus two colors more than standard printer for example) that they can make photos come out realistic.
If I need some text occasionally in BW+color I use my photo printer. I make sure that I shift the quality from "highest glossy photo paper" to "regular paper" or it wastes too much ink.

Sure they can but see if it includes a black ink cartridge. Then when you want to print a document, go to printer preferences and select Black and White before printing because it can get expensive using three colored inks to acheive black. Talk to a salesperson when you go printer shopping and tell them what you will be using it for and they will hook you up with the right machine. If it sounds like they don't know what they're talking about, they probably don't. Try Best Buy, Office Max or Depot and you'll be fine.

Of course, as long as it is not a dedicated 4x6 photo printer. If it takes 8x10 paper it will most defiantly work. A photo printer just has higher quality ink so it can print better photos.

Yes, they can do both. I bought my parents an HP not too long ago, it is a photo printer, they can use different size sheets, put their memory card right in it, but also used as a regular printer.

There are some that are made just for pictures and some that are regular printers but have a part specifically designed to print pictures.

Modern "photo" printers print whatever you send to it!
Just adjust your settings from High Res Photo... to "Text and Images".
