By their actions.
If they keep doing the same stuff they apologized for, they weren't really sorry.

When they say sorry, look into their eyes; listen to the tone of their voice & see the wrinkles on their forehead.
Eye contact may tell you sincerity depending upon other factors. If the tone is soft, this might be sincere. If there are no wrinkles on the forehead, its sincere.
Eye conact & wrinkles are not visible on a telephone, try to guess tone in those cases; which is not even possible while using IMs.
If the matter was serious, then sinner will appology personally. And if the sinner is your near dear one, you can be sure.

Listen to their tone of voice, and look into their eyes. A person who is apologizing sincerely will exhude remorse. They will probably mention why they are so sorry. A truly sincere apology comes from the heart, and the person can imagine what it would be like to be in your shoes. It is hard to describe this, since perceiving sincerity is mostly intuitive.

Usually by the way they apologize. Intuition usually, you just know when someone is sincere. Most of the time, if it's important enough for someone to try to explain and apologize, they are sorry. If it's a regular occurance, well, just the opposite.

If they can hold your hands and say it while looking into your eyes, it's probably real. The ultimate test is if they remedy the behavior in their life that they had to apologize for.

main aspect is belive them but if they are really sorry then they wil not let that thing hapen again and in their heart somewhere they willl be having a guilt that they have done something wrong which have hurt others very badly and they will try not to do that thing again. have faith in that sorry.give a chance.

It can only be proven sincere if they never repeat the mistake or any hint of the same mistake.

You need to wait and see. if he/she repeats the mistake, the apology was not sincere.
