Rabbit Proof Fence doesn't take place in Africa, but I have a feeling you might like it. It's about aboriginal children being stolen from their parents in early 20th-century Australia.
If it's Africa you like, try I Dreamed of Africa or Out of Africa.
Whale Rider is also a cultural plight kind of movie.

I'm not sure what you mean by "similar to hotel rwanda." Do you mean a film that is set in a similar setting, such as Africa? Or just a film with a similar theme? If it's the latter, then Schindler's List is a good one. It's similar because both films are about a genocide in which a man is trying to help the victims without getting himself killed.
