I am wondering how I can change my paypal or ebay settings so that when I buy something on ebay, I am able to make an INSTANT payment instead of waiting 3-4 days for the payment to be verified.

That's actually done through your PayPal account settings and not ebay. Instant payments are created by still using your checking account (echeck), but it's guaranteed by your credit card, so PayPal pays it right away to the Seller, but it still takes 3-4 days to clear your checking account.

I think that if you don't keep enough money in your PayPal account to cover the item you are buying, then you have to wait until you transfer funds from your bank account into PayPal. Then that takes 5 business days to verify. I could be wrong about this. Also, there is such a thing as "pre-PayPal Verification".

If you are using a credit or debit card with paypal, it should be instant or very close to it.

is your paypal account been veriftied??
since this is the only thing i can think of. eg click get verifited this will speed things up.
