Hopefully you have thought about some colleges where you would like to go. I assume you know how to use the internet, so go the the school's websites and find their link for applications. Nowadays most have on-line applications. You will need to get your high school transcripts and ACT scores sent to these schools. Some high schools will include your ACT scores with your transcripts. Check with your high school counselor if you have questions. If you're no longer in high school, then the admissions department of the college you want to go to should be able to help you. But you do need to get moving. Don't forget to fill out a FAFSA, which will figure out if you are eligible for financial aid, also, but that's a different process that you do.

Honestly, most people change majors several times in college. And all majors have the same general core requirements, so the first two years are almost the same. Just because you choose a major does not mean you are stuck with it. Talk to an academic counselor, or the career center at the college. Most have a test you can take to find out your interests and what careers may go with them. I began with electronics, then computers. I earned a 2 year in computers. I then went into business and computers and now wish to go back to college, unsure of computers or education. I don't live in CA so I can't tell you the answer to the last part of your question.

Just fill out the application, enclose the application fee, and have your school send your transcript. Depending on the school, you might have to write an essay on why you want to go there.
The essay part is the hardest, the rest is just filling out the app.
