Maybe to the pap smears, because they check your cervix for abnormal cells and sometimes part of your cervix may be left in a partial hysterectomy. They are VERY necessary for every woman with a cervix, contrary to some other answers. You'll have to ask your doctor if your operation preserved a part of your cervix.
As far as the ejaculate, it would probably die in your birth canal since it has nowhere to go. If a part of your cervix is left, it would die up there and be reabsorbed by your body.

Usually, a partial hysterectomy only means the removal of the uterus. Pap smears are a test to find cervical cancer. The cervix may remain, in some surgeries, after the removal of the uterus. It's still possible to get cervical cancer, so you should be screened for it. If your hyseterectomy including the removal of your cervix (this is usually a "total" hysterectomy), a Pap smear is not necessary, but a routine exam should still be performed.
Sex post hysterectomy means the sperm is introduced into the abdonimal cavity. There's no harm in this.

With a partial hysterectomy, they leave the cervix (the portion of the uterus that sticks down into the vaginal canal) and you can still develop cervical cancer ... which is what pap smears test for. The rest is sewn up and sealed off, so the the seminal fluid will have no place to go except out the way it came in.

Apparently if you still have a cervix, you still need pap smears. There are different degrees of partial hysterectomy and they may have left your cervix.
In the case of sperm, it will just come back out eventually as the top of your vagina is closed off.
See the links for more info, and I think you should talk to your Dr. about aftercare if you're talking about yourself.

I asked my doctor the same question why I would have to keep getting pap smears and he said something can go wrong with the ovaries ( like a cyst ). I also wondered about the sperm thing myself like are they just swimming around in a nothing I was too shy to ask the doctor that one.

Pap smears are for the cervix or neck of the uterus and it is still there unless yours is closed? The sperm would go out I hope by keeping yourself clean and peeing etc....

you still need pap smears because you still have your vagina... and in some cases, the cervix. which, incidentally, is where the sperm goes.... and dies.
