specifically, I am looking for fire caulking requirements through a slab between the garage and first floor

According to the State of California's website, the entire code is not availabe on the internet, but they do publish a list of official depository libraries that have a hard copy. See: http://www.bsc.ca.gov/title_24/t24_01te_dp_lbry.html http://www.bsc.ca.gov/title_24.html
Some of the libraries may have restrictive admission policies, but if you explain that you want to use a depository item, they should let you in.

I also looked at other sites that have CCR's on line, but 24 (the building code) is not there

California Building Codes should be on the California website at www.ca.gov They have all California codes on there.
