www.godaddy.com for a domain. biggest company in the world for domains. you can get web hosting very cheap.
if you want to do your own hosting you will need web server software. either internet information services (part of windows) or roxen web server. iv used it. its pretty simple and nice.
if hosting yourself you will need to point your domain from godaddy to a dyndns.org domain, this domain is able to be updated with software to point to your computer. your computer has a "dynamic" ip address. this is how you point a domain to your computer. yours changes so you will need dyndns.org because it can be updated with software when your ip changes. the domain you get from godaddy, or any other domain company cannot. google "direct update" for this software, dyndns.org is free.
as far as making the webpage either learn html, Xhtml, xml, asp, and a bunch more languages. or get a copy of Macromedia Dreamweaver. ms front page is simplistic but does work, and is free. Ms Publisher does have the capabilities to make pages.
oh, and if you want a shortcut. google "free web templates", "free website templates" and wat not.
as he said w3schools, dreamweaver is absolutly the best. but if you dont know the code you caint fix the bugs that deramweaver makes.

You don't need any special software. In order to get a domain name, you have to register it. There are many companies that do this. It costs about $5-$10 to register a domain for one year, depending on what kind of domain you want (.com, .net, .org, etc). I have used http://www.netfirms.com in the past.
Once you have a domain, you need a place to host your files. Web hosting can cost anywhere from $1 a month to $100 a month, depending on how much room you need. Check out http://www.godaddy.com for examples.
Then, write up your html files in a text editor (notepad, for instance), upload them to your web host, and voila! You have a website on your own domain.

Well i suggest you learn the basic HTML codes , buy a good book for that.
Then to get a domain name you need to find one that is avail. and register it. There are many companies out there that will do that.
I use : Lunarpages.com
For software , there are many also avail. the most popular is Dreamweaver, but i prefer MS notepad.
The apps, will tend to add bloated code to your pages, and if you don't learn and understand the basics of the code you will get lost quickly. That is why i suggested a good reference book.

First of all go to w3schools, do there free course to learn HTML.
Use Notepad to create your HTML file, give it a .htm extension so that you can view it in internet explorer, this will allow you to see what you page looks like.
Use "Smart ftp" to upload your file to your web space. Get free web space it will do you fine for a while.
If you want your file to load automatically when you go to your site, call the file index.htm
