My niece liked to cook w. my dad. Maybe they could make pizza? Get some frozen pizza dough and sauce(s) and lots of ingredients ahead of time. They can work together to design their own or they could each make their own individual pizzas.
As far as games, I was always a fan of twister. Apples to Apples has a juniour version they might like.
Depending on your budget, since it's just 3 girls you might take them out to a movie or something too.

If there are going to only be 3 girls then that makes it easier to make it that much more special. The sleepover is a great idea I LOVED sleepovers. I had one sleepover for my b-day when I was younger and when all us girls were just about to fall asleep my mom and my aunt sprayed us with silly string. They gave us all a can of it and we all went crazy with silly string it was sooo much fun! So you can do that and since theres only a few girls you can make fun goodie bags for everyone that are much bigger and extravagent. Have a theme for the party or sleepover. Something girlie like Pretty in Pink, or Night of Glitter. Or if shes not a girlie girl you can have a camp fire theme with sleeping bags and roast marshmellows over the stove if its too cold outside for a bomb fire.

Not sure where you live but if you have a Butterfly Conservatory within a couple of hours drive you could take them there. I took mine and I'm not sure who had more fun. The butterfly's actually land on you. It is a real hands on experience and doesn't cost much. Let them all dress up fancy and take them out for tea ... or to a restaurant like Medieval Times where they do jousting, etc.

Get stuff to Tye-dye & jewlery to put on their clothes
You also can go to Wal-mart or somewhere a get kits to make thier on purses & other stuff.
For their meal let them make their own personal pizza & sunday!
