I guess it depends on where your travelling from. Historically summer and winter especially around Christmas/New Years and Spring break have been the most expensive as far as air travel and hotel bookings. Summer is most expensive for rail. Bus is the same year around. Hotels are most reasonable in the Spring and Fall - which is great if you're coming to do shopping because that's when the malls have their biggest sales. Of course a lot of the attractions aren't open though.

March, April, Sept , Oct and Nov. - not always the greatest weather though and some tourist attractions may not be open. Off season for hotels though and flights are at their cheapest rates too.

Mostly Sping or Fall - that's when you get the cheapest flights and the hotels haven't jacked p their prices for tourist season yet.
