People usually use it when calling some one and lead into the conversation with, "Hi, I just wanted to touch base with you." Generally I think it's like asking, "How are you doing?" or maybe, "I wanted to see what you think about this..." That's the only way I've heard it used though.

Base is a common name for the women at the Stipe Club, so you hear a lot of guys say, "When you went to the stripe club, did you touch Base?"

The term is also used in reference as to make contact or renew communication. This is a baseball term for making contact with the base. In other words, in some movies when filming a movie say of the French War, this phrase would not have existed.

Literally it means touch the base :-)

But technically it means making contact.

No, it means to "check in" with someone, to see how they're doing -- like, "If I don't hear from you tonight about tomorrow's plans, I'll touch base with you in the morning to see how things are going."
