The "blackboard" is a foreign item, I beleive that the natives didn't have an old Tagalog word for it. So we are using the Tagalog equivalent of the Spanish word "pizarra" so:

blackboard = pisara

Same goes with "ballpen" which is a modern item.

ballpen = bolpen (from English)
quill pen = pluma (from Spanish)
pen = panulat (Tagalog)

Panulat is a general word for anything to write with, be it an ink pen or pencil. Lapis is pencil in Tagalog, but I do not know any other word for ballpen except the Taglish word bolpen or just use the English word.

I don't think there's any exact tagalog work for it. usually translated as panulat. But since in tagalog classes uses now new alphabet ballpen is translated as bolpen.
