Two general ideas: (1) if you are a male and the visual or physical stimulus of another male is what 'floats your boat', then you are homosexual, and (2) if you actually have sexual activity with someone of the same sex, then you are homosexual.
Which is the thief, the one who thinks about stealing or the one who actually takes stuff that isn't his? Meanwhile, if larceny is always in your mind, even if you don't take other people's things, you intrinsicly are a thief. That said, I wouldn't need to find the public label appropriate until it is realized. But I might need to personally realize the label when I realize the strength and persistence of the desires.

Not necessarily. The only thing that means you are a homosexual is if you are attracted to men.
Personally, I know that many guys like to actually masturbate together (not touching one another) while looking at porn. They find it arousing to be in the presence of another guy, but they are completely straight- they have no desire to sleep with or be with men at all, zero attraction. There's just something about the situation that increases the sexiness of it.
So my vote is for no. Yes, it may be an indicator, but lots of men can do it without being gay.

i guess it all depends on whether or not you actually enjoy the masturbating, and specifically, what it is that you enjoy..
do you specifically find yourself attracted to this other guy, or do you just simply enjoy sexual intimacy with another person?
would you want to have actual sex with this guy? would you want to love him, hold him, cuddle and kiss him, date and romance him?
complete homosexuality (or bisexuality if you also want all this with women) would require an interest in all of the above..
