For one thing.....a bill is a proposed law.....and the steps are important because it allows for a bill to be heard, adjusted, heard again, ammended, heard again......and then voted on....basically it gives all the law makers a chance to see every proposed law, and allowes every law maker the chance to propose changes....once its said and done everyone has had the chance to see it, ammend it, so it is actually the work of the entire congress and not just one or two key sponsers....

That depends on the bill and how it is written. Not all bills become law. They usually have to work on how it's worded, but not all bills are important.

HOUSE BILL 71

AN ACT establishing a committee to study regulations on the use and misuse of non-lethal weapons. INEXPEDIENT TO LEGISLATE

HOUSE BILL 174

AN ACT relative to homeowner's insurance and the ownership of certain breeds of dogs.

This bill prohibits insurance companies from nonrenewal or canceling homeowner's policies because of ownership of certain breeds of dogs.

These bills may be important in the future. Some people have gotten their insurances bumped up and pay more because someone got bit by their dog. The other one I'm not sure about, but these are two examples. You can go to the sites to check them out.

Well . . . in essence, a bill cannot be enforced. If a senator thinks you should go to jail for snapping your fingers in public, he can't just write it down as a "bill" and instantly have cops start arresting people. It has to pass the formal congressional process and be signed by the president in order to be legally enforceable.

On the other hand, if the senator is a good friend of the president, he can simply have his chief executive buddy issue an executive order banning public finger snapping, therefore bypassing those pesky checks and balances.
