These things need planning permission and Licences (they are very highly regulated under EU Waste Disposal laws).

When you say 'rent' I assume you mean 'operate' - so you could just research Vehicle Disposal Businesses in your local area & then approach the existing owners & see if they will do a deal - but I expect you will have to offer £££££'s more than the existing operators (and you will need all sorts of insurance etc).
