elements form covalent bonds if both are close to each other in the elctronegativity value

in other words you would find that in the peridoic table when two elemetns are in two neighbour groups they will form compuend via covalent bonds like elemets of group 1 with elemets of group 2 cause they are close to each other in the value of the electronegativity

and if element of group 1 is compining with elemt in group 7 they will compine by ionic bonds cause they have a great diffrient in electronegativity values

Non-metals exept the nobal gasses which rerry rearly form any bonds however ther is some exeptions

I would say if they are not charged. But then if they are charged then they are ions and not elements.

Another possible answers is if both are able to accept and donate electrons.
