win32 is microsofts 32bit application interface for windows 95 and 98... sounds difficult... but its really simple. computerprograms do not interact with the computer itself, but with the computers operating system. means, if a program needs a certaib amoutn of memory, for instance, it does not simply reserve it, but it tells the OS that it needs the memory, and the OS allocates it a range within the total memory space... this has the advantage that programs do not interfere with each other, but are all administrated by a single institution... the OS. now there has to be a set of instructions... a language if you will in wich a program can make its requests to the OS. that is the application interface. a program not designed to use this specific interface cannot be run with the according OS. in this case...
programs not written for the win32 interface cannot be run with windows 95 or higher.i am not sure but i believe windows xp does not even run the older win16 programs anymore, that worked fine with windows 95 or 98.

in other words... the programs you try to install are either too old.. or they are not windows programs at all, but maybe for a mac or linux.
OR you are still running an old OS and the programs are too new.
