It can take a honeybell tree up to five years after it is planted to bear fruit. Problems with honeybells are often nutritional. So in addition to a high quality fertilizer, make sure the area around the tree is free of grass, weeds, or groundcover. Citrus trees will respond to being sprayed with a nutritional liquid and now would be a good time to do that. Here's an example: http://www.southernag.com/PDF%20Files/chcitr.pdf
Good luck!
