India was ruled by England for hundreds of years. Most of the people speak English. I'm sure that Those that have an extensive education speak other languages as well.

English is spoken by all educated people in India. Much business is transacted in English. But the variety of English spoken is quite different from both UK English and American English. Just try transacting business with any call center based in Bombay or Calcutta! Don't expect to understand everything.

India is know different than any other place, yes they do understand English and other languages. just as people here in the US understand other languages

English - yes.
Other languages? Well, they speak Indian languages. I'm not sure why you expect them to know other 'foreign' languages like French or German. I haven't met very many Westerners who can speak an Indian language.
