Recently had a power outage, whole system plugged into surge protectors, but since then internet has not worked. XP Pro tried to renew IP address and this failed. I manually tried ipconfig/release and ipconfig/renew and it failed. Some message about DHCP or something like that? Have rebooted my wireless router and modem and changed all the cables. Still not working. Anybody have any advice?

Your router has lost its configuration reconfigure the router and you will be fine. Usualy the ISP will provide you with an IP address you can utilise to connect to the router through your web brouser.
