Pakistan is such a country, with the western tribal areas attempting to implement sharia style law throughout the land, and the north eastern and southern areas trying to implement civil law. At the moment civil law seems to be winning. You'll note that the areas that back civil law are the main cities (Islamabad, Lahore, Karachi) where people are educated. Those in the tribal areas are not educated, and the areas are more sparsely populated. Pakistanis themselves say that the people from the tribal areas are awfully backward. Even though the country is moving towards modernity the country still calls itself the Islamic republic of Pakistan, so you can have an Islamic Republic with civil law implemented.

By asking this question,you make it clear that you know nothing about that Turkey is more secular than a great number of European countries and the USA.
(presidents,representatives and all official staff start their new positions with oaths in terms of their honesty and honour but not religious terms.Turkey was one of the leading countries to give women the right to vote,as well.
