Are you referring to Legal Documentations or Legal Sized paper?
Are you talking about Carbon Copies?
Regardless of what you are referring to, "Legal paper" is not always yellow. Most of the time it's white and can be a variety of colors. Carbon copies can be pink, blue or green as well.
Try going to some office supply store and educate yourself.
