how do you make a 3 way call on a motorola razor?

With all cell phones, you basically need to call the first person in the conference call. Once you and the first person are connected and on the line,
1) press the menu button,
2) Select "Conference call" or "New Call" or whatever is similar to that option on the RAZR
3) Make the call to the 3rd person
4) Once you're connected and on the line with that 3rd person, go back into the Menu and look for "Join" or "Conference" or "Link" or whatever the option says on the RAZR

That should link up your two connected calls and you'll have your conference call.

One note: you should also be able to see from your phone screen whether both people are still connected. Make sure they're both connected before you try to conference the calls. Another thing, people are stupid sometimes so make it clear to them that you're trying to do a 3-way conference call and that they should stay on the line. A lot of people think you're just going to call them back and hang up...then when you try to conference you don't have the two existing calls to link up and it leaves you wondering what the hell you're doing wrong before you realize your first friend hung up.
