Because they chose to be one or the other. Sure, environment and DNA might have something to do with it, but it all boils down to your own free will to act certain ways.

its something that God has given to us called "FREE AGENCY". See if you believe in God, i will explain this. In the beginning before this life was. We were spirits living with God. Well, the devil was one of them spirits among us. He came up with a plan to FORCE everyone to do good. No one wanted to be forced so another spirit named Jesus Christ chose a plan to be our savior and give us Free Agency. This, in turn pissed off the devil and started a war in heaven. To make a long story short the devil lost with a third of the host of heaven & was sent to a place of loneliness called HELL!! He was given the name Satan after he was cast to hell with his servants never to get a physical body. That is why people choose bad is because of the Bad influences Satan and his followers have on us. We let them get the best of us sometimes. So, we need to follow Jesus Christ & he will help us. If we slip up and do bad, He is there to help us turn it around

I think that we are all born good. It is how you are brought up and what you go through in life to determine how you turn out.
