what is the name of the liquid you use to block out areas of the silk screen print ??

I would go with Silk Screen unless you are doing large numbers. Silk Screen will allow you to control costs as well as quality.

I think that which material you use can depend on whether you're screening waterproof inks or water-soluble ones.

You're looking for "masking" materials though like "blockout" or "tusche", etc.
