Looking at one local vendor the Timing Belt lists at $66.63, the Balance Shaft Belt at $31.38. On a car that old I would do a Component Kit too which includes a new Timing Belt Tensioner and Pulleys at $134.94. If you don't do the kit and one of those parts fails you'll be paying the labor all over again - or replacing the motor/junking the car.
Since its a Honda and the T-belt drives the Water Pump and the car is 17 years old I'd recommend replacing the Water Pump too. Same thing apply's here as applies to the Component Kit - if you don't do a preventive replacement and it fails... Don't go with a reman WP, only new will do! New WP $79.02.
You'll need a Coolant Flush too - no warranty on the new Water Pump without one. Figure $50-70.
Labor if you do the Water Pump and everything else should be 4.5 hours. You'll have to consult local shops for their rate because there are huge differences from one area to another. I mean huge! It can easily range from $60-100/hr depending on where you live. If you don't do the WP and Component Kit you only save a few 10ths of an hour of labor so it makes sense to do these things while you are already in there. If you do them later you have to pay that 4.5 hours all over again.

Ug....the timing Belt? I hate those on Accords. I would say your going to be paying over $200 for that. Sometimes the belt itself will cost $100 (I dont' know for sure on a 1990) The replacement sucks and it takes a lot of time. Check around to see if you have a friend who would do it for a case of beer. That might be the better way of doing it.

Depends on who does the work. Dealer may be $500, but a good independent mechanic may only be $250. Look in the phone book for a mechanic who specializes in Hondas. Many are factory trained, so they know what they are doing, but they don't have the overhead of the dealer, so their labor rates are less.
Get this work done. It can ruin your engine if you don't.

what is the tourque specs for 90 accord 2.2 moter. Also what is the 2nd belt inside the timing belt? is that the balance shaft belt
