I would imagine that the accents come from the mother tongue of the individual man. Pirates did have their own special language and expressions as does any profession, but the individual accents would be personal. On any one ship you could have Muslims, Chinese, British, African and American etc etc men working. As well, pirates came from all classes of society, so you would also have accents of the more educated as well as the patois of the basest illiterate. They were an international group.
