i know it's not the most pleasant thing to see, but could you get arrested for doing it?

Yes you can be arrested for indecent exposure...or if you are not exposing your self and just doing it through your pants...you can get arrested for lewd and lascivious conduct.

I don't know how old you are but Pee Wee Herman go arrest several years ago in Sarasota Florida for doing just that. So I know that here in Florida it is illegal and you will get arrested if they catch you.

In most of the U.S. you could be arrested for indecent exposure or public lewdness. I'm not sure about other countries.

In CA, and probably most other places, you could be charged with indecent exposure for pleasuring yourself in public.
