Well it depends what the drive letter is for the partition that you would like to format. If the drive letter for the partition you would like to format is drive letter F then you would type at a DOS prompt... format d: and this will format that drive letter. From within windows you can click on start, click run, and type in CMD, this will open your cmd prompt. Type in format X: (where x represents the drive letter of which ever partition you wish to format. and then hit enter, and then click yes when it asks if you wish to format.

If you want to format a non-system partition the easiest way to do so is: start>>run>>cmd>.format C: (specify the letter of your partition to be formatted)

well go to my computer and right click the hard disk or partition you whant to format and a menu will pop up click on format!!!

right click My Computer
select Manage
Computer Management window will appear
on the left panel you will see Disk Management under Storage, click it and you will see on the right panel your drives such as C: your unpartition drive, etc.
right click the unpartitioned drive and select format
