Based from my experience
1. when your computer does not continue to load up to your desktop because of driver errors or corrupted drivers. Safe Mode will be helpful. we all know that safe mode will not load almost all of the drivers. safe mode will be your chance to remove/repair/reinstall/uninstall that corrupted driver.
2. It also goes with corrupted installed softwares and your Windows as well.
3. Cleaning viruses is another. There are virus that can't be cleaned in the normal mode because it is attached to a file that is required by windows. there is certain Trojan that should be cleaned using Safe Mode -- this is what i researched from Norton and AVG

The main thing I use Safe Mode for is if I think I have a virus.

As Safe Mode will only load up the few basic programs/drivers ect so that the computer only just runs, but will allow you to run any antivirus software.

Also, if there is a corrupted file in the OS. It will usually let you load up the computer to repair it!

Delete files that are locked. Remove a bad driver, copy off a profile. To remove virus and spyware. There are more reasons also.
