i lived in france for years, and let me clarify this:
it is considered SOCIALLY ACCEPTABLE for women to not shave their legs or armpits. MOST women do anyway, because they prefer to.

Not all of europe dont shave. Germany, England, Holland, France and some parts of italy they shave. In spain they dont shave (that was a surprise when we had a lady from spain in the office). Arabic women shave - down there they wax them off ( in the old days they cooked honey until they could use as a wax strip). So you see its not all of Europe its just some parts. It would be like saying all americans are fat - which is not true. Nowadays in europe you can find men shaving down there. Its for obvious reasons.
Here are some sites for you to read into the subject.

i don't know about all the women in Europe, but the ones that i have dated and the one i am married to all shaved. all of them have been German, the only thing that confuses me with my wife is that she don't shave her thighs,, everything else she does. i have noticed also that more Europeans girls shave there box, compared to American girls.

Shaving is just style.
It's like saying- 'how can you find a woman beatiful if she doesn't wear low-rise jeans?'
I've seen some stunning women with hairy armpits.
It's just what we've gotten used to.

they don't shave their armpits and have no qualms about that. the weather is usually very cool and so does not produce 'funky' odors often. not so in hot dust ridden Africa so we have to shave regularly and often................
