You like somebody: you can enjoy time with or without them! There maybe some interest that you agree on/one or two items. They are usually a friend but in an outer circle not a close friend who you can count on from day to day and week to week...You may see them occasionally...They are easy to talk to and walk away from but no ill feelings are shared...
You love someone: This is over time and time invested. You are miserable or lonely or something is missing in your world if you dont see or hear from them a lot or during the day...You have shared a friendship basis and moved to a committment of lets be a pair...there is support for doing things together be it a place to live to tolerating parents to tolerating each other...there is time of being together alone for a while with each other before kids or marriage or whatever...you accept each other limitations be it physical, emotional, or mental (if meds help), religions, give and take of previous friends...you want to help each other improve be it a hobby, skill or employment...
Then there is marriage!

Most people would tell you its a question of degree.
IMHO that's not totally accurate, it is possible to love someone you don't really like. To love someone is to seek the best for them. I can do that even for people I wouldn't care to hang out with. To like someone is to enjoy being around them.

They can be similar and different depending on the context. If you enjoy orange popsicles then you like them. If you enjoy orange popsicles more than any other flavor then you love them.
