I need a new CPU. I need one that has a cd burner and has enough memory to support Photography programs and of course internet and Windows programs. Does anyone have any suggestions?

You sound like you mean a new PC. The CPU is the central processor, has nothing to do with the CD burner, and is independent of the memory.
Given your level of understanding, I would suggest that you probably want something that you can find and get serviced locally. Check out the stores in your area that sell computers. You should probably stick with a brand name and you will probably recognize all the brand names (except for Lenovo which now manufactures the PCs that used to be IBM).
I would recommend a machine with Windows XP Home or Media Center installed. I would not recommend Windows Vista if you can avoid it.
With XP I would recommend getting at least 1gb of memory. If you have to get Vista I would up that by 50 to 100%. I would guess that any machine that is in a store's stock with 1gb of memory will have a fast enough processor for you but I would try and find one which has an Intel Pentium, Intel Core 2, or AMD Athlon.
You should be able to find something in the $500 - $750 range.
