When removed from the fruit, they do contain a high amount of water. Fresh orange peels are not very flammable because of this water.

However, allow the peel to air dry (without heat) and the hard resulting peel will contain very little water and a high percentage of orange oil. This oil is highly flammable and the dried peel will burn very well.
