The tire was scraped on a steel storm drain and the hole is at the base of the valve. Can I just use a sealant or do I have to buy a new tire?

The tire does not need to be unmounted then remounted and balanced... I replace tire stems all the time... it takes about 1 1/2 minutes to do the whole thing. get it done at a gas station that has a service garage... usually they will charge you a ballpark figure of $15.

Replacing the valve stem should be sufficient. To do it PROPERLY you will of course need to have the tire dis-mounted to do that, then re-mounted and balanced. While it is possible to replace a valve stem without dismounting the tire completely, any PROPER TIRE REPAIR according to the Rubber Manufacturers Association includes a dismount and internal inspection for damage. Anyone who does not dismount the tire to do an internal inspection is not someone you should have service your tires.

PS

Charging $15 to pop a bead and shove a new stem in without a proper inspection is, IMHO outrageous.

Do not use sealent. Repace the valve stem. The tire must be broken down to do this so call a mechanic.

If the tire and rim are OK, then replacing the stem will do.The tire will have to be "broken-down" on one side of the rim to replace,if the tire has not moved on the rim ,rebalancing is not nesc
