The bathroom is located on the 2nd floor. The sink has a 3 stem faucet. I'm not sure what else I can say. Help?

As wmf936says the pipes are close together try to trace the pipe run and put some insulation on the pipes individually. Most probably both pipes have been wrapped together. Not a problem health wise but annoying if you are putting the water in your wee dram.

The cold water feed line is running close to something hot. Maybe its crossing the hot water line. Whats the problem???

your mixing valve is going bad. Get a new faucet
