Everything made by humans can go bad, however, odds are that it's either your volume settings / controls or the speakers...

... not the actual sound card (unless you've installed incorrect drivers).

Yes, sound boards do go bad but they normally just quit. Did this just start or has it always been this way? Try going into Control Panel any your sound settings and see if you have the treble set way high.

It might be the soundcard, try to find the model and website and see if theres an updated driver, if not, you may have to replace it :(
