Yes...
Certain emotions cause releases of hormones, chemicals and endorphins (serotonin and dopamine) and if your brain learns that the emotion is tied to the release in the form of anger, rage, sadness any emotion at all... It will begin to decrease drastically until you give it the "food" it needs in the form of said emotion. Having said that, you understand how manic and Bi polar people have learned responses that feed their starvation by acting out and then when the high is over, they go back to feeling bad again and bottom out. It is the same exact thing as a drug addiction only you don't take a pill until you go to your doctor... THEN you have a pill addiction that masks... but never really corrects the impulse... As soon as the drug stops working or you max out on your dose, the same old problem comes back again and they put you on yet another drug to counteract the negative effects of the first one. Some people sadly, go on like that for years.
And most of the people who abuse street drugs... usually do so before realizing that there are legal drugs that do the same exact thing. Get the picture? Pharmaceuticals are no better... The only people that benefit from them are severely damaged, untreatable in any other way, severely mentally ill people.

I have never heard of a physical addiction to an emotion, but there are certainly behaviors that are similar to the behaviors of chemical-based addicts:
1) Desire to obtain it overrides more practical concerns (job, family relationships, etc)
2) Takes more to get the same effects (habituation)
3) Experiences cravings in its absence
4) Feels as though it's frequently desired
5) etc.

The addiction is not to the emotiion itself but to what the emotion produces in terms of endorphins, serotonin and dopamine. It is the "rush" the emotion produces to which a person becomes addicted.

yes i met plenty thru-out my life.
I met a lady whose always happy because if she shows anything else she cries.
I met a guy who is sad always cause if he feels anything else he turns it away because to him it is to good for him.
I met few people who always have anger due to their past and if they are stuck in that mindset.
