Good and Evil are just words humans have made to catagorise things. If we had lesser intelligence, we would not think the things we did were good or evil, we would just do them.

It's consequence that helps us to define this and intellect.

Thought - it's inherently neutral. Thought has never harmed anyone, only once it's put into action may it do harm, and then it's an action - not thought.
