I am about to graduate with a degree in film production and there were a number of internships i would like to apply for, Second City, NBC, Local News stations, ect... and does anyone know if i can do something such as this post-graduation?

Internships give you the credits to graduate/experience in the field...You can apply at the places and get money for time there after graduation (Hired); internships usually do not allow money exchanged for services....You might shadow at the other places but that would be only to give you an edge of how that place does film production etc and again...no money exchanges just following someone who would not mind being followed or answering questions for a morning or afternoon...

Typically, no... you need to still be enrolled. But not all internship programs are the same, so do your research. I will warn you that trying to get work in LA is like trying to find a needle in a hay stack.
You may consider moving to another state, which isn't so crowded with film students. Utah has TONS of work and is now known as East LA.
