How do you fix siding that's warped and discolored?

Depends on the type. If its wood, not much hope in repairing the warping. Replace. If its vinyl, you can remove it and re-install it correctly (it wasn't put up right). Not much you can do to refurbish the finish on vinyl though. Feel free to email me with any other questions.

go to Lowes or Home Depot. They sell siding in the color you need by the piece

It sounds to me like it needs to be replaced.
