Under. Didn't care until I had children, and found out they couldn't run as far with it if it was under - it would break off. Now, it's a habit.

Over! Over! When it hangs under it really pisses me off. First of all, it's harder to see where the end of it is, and even if you CAN see the end of it (yeah, like THAT would ever happen!!!) it looks untidy because it's just hanging there out in the open at no pre-determined length. One day it's an inch, the next day it's seven inches - Oh! The chaos!! (-.-) I just can't TAKE it any more!

"Over" RULES the universe, because it can be at ZERO length, still be visible, still be easily accessed and be orderly with a minimal amount of effort.

OVER You can see where it begins. If it's under, you have to roll it and the toilet paper ends up down to the floor.
