Because there are all kinds of people in every class. Some kids feel that the only way they can get attention is by being the class clown. They may feel that they have little else to offer. Some kids who become the class clown are really hurting inside, and this is their way of hiding it and coping with it.
For the class as a whole, it is actually often a valuable role, since it can bring a little levity to the classroom and keep things light hearted sometimes. Of course it can also get on everyone's nerves if taken to the extreme.

It's just always highly probable that there is someone in the class who is bored out of their gourd and wants someone to pay attention to them. Sometimes the're too dumb to do the work, sometimes they're too smart to care. The class clown in my class is really smart, but he doesn't bother to pay attention. He's good at being funny, though.
