Maybe not. Although most ISPs use DHCP for assigning IP addresses it's not unusual to get the same IP address every time you connect. My IP on my cable system has changed only twice in five years.
There's no reason to change your IP address. Why would you want to do that?

Well assuming your internet provider is using DHCP, and you have windows XP
1. Click "Start", then "Run"
2. When the box pops up type "cmd" (without the quotes) in the box
3. A black box will pop up
4. Type "ipconfig /release" in the box. (again making sure no quotes, and putting a space between the last letter of ipconfig and the slash (/)
5. Give it a few seconds, and it will change your IP address to all zeros
6. Type "ipconfig /renew" in the box again (following the same rules as for ipconfig /release
7. This will renew your IP address. If it's the same address as before don't worry, most DHCP licenses expire every week or 2 week, so it will change then if renewing it yourself doesn't work.

It may be a static IP address, but not usually.
Go to the command line, start run, type in CMD, in the little blackbox, type in ipconfig/renew, and that should give you a new IP address, if not, you have a static IP address, this can be changed on a Non networked computer under Local area connection properties ( Networks) under general, go to TCPIP on your general tab, then properties and change there. If it is a static IP address, it will have a IP address typed in, and not have the automatic option set up.

Unplug your modem or router for a few seconds and then plug it back in, I think this usually changes your IP address. :)
Unless your modem or router etc have known problems when disconnected. :o)

If you are on dial-up it changes everytime you log on, if you are on broadband it will only reset if you reset your connection through your modem.
