The writer's commentary on the DVD asks this specific question. They don't agree on the answer because Jack is too complex a character to pin down. They wanted the audience to fill in that blank and answering would seemingly give us clues to something that takes place in the third installment.
If the compass said to go back, it was as much about his love for his beloved Black Pearl as it was concern for the people left onboard.
However, if the compass told him that he really wanted to go to the island, he probably went back to the ship anyway because early in the film, Jack tells Will, "there comes a time when one must take responsibility for one's mistakes." The compass only says what the holder really wants, not what is the right thing to do.
Did Jack do the right thing or the selfish thing? The writers don't even know. Pirates of the Caribbean is supposed to be morally ambiguous and in the case of the compass, it certainly is.

At the moment, it could be either. My sister has a theory that he looked at the island, and saw a boring life, and looked at the ship and saw a heroic death. So he chose the heroic death over boredom. That's her theory, anyway. I'm not too positive what they were trying to say, but we're just trying to predict it, because we won't know until the third movie. Though I do suspect Tia Dalma is the woman Davy Jones was in love with, because she has the matching heart-shaped locket he had in his Captain's quarters. If Tia Dalma isn't the right girl, she at least knows where the locket came from.

I personally think it was pointing to everyone; Elizabeth (she's STILL Will's girl, dang it!), Will, and the crew. Remember when they are all deciding to abandon ship? Gibbs is surprised that Jack suggested to abandon ship, but Jack's response is "It's only a ship, mate." I think Jack realized the value of his friends, and that the compass was pointing to his friends.

I think that Captain Jack is a complex character so it may be both things. Maybe all it really was, was at that moment he wanted to be fighting for his ship alongside Elizabeth.
