Without having a bank account, there's only one way that I know of.

You didn't indicate where you are, and where you are sending the money.

Since I don't know this, you will have to check if Western Union has offices where you want to send the money. They don't have offices in every country.

Periodically I send money from the United States to Eastern Europe. I can tell you that Western Union does not have a set price for their transfers. Usually, I send $200, and I am charged $22.00 each time. I have sent $1000 before, and as I recall, the charge was closer to $150. The more money you send, the higher the charge is.

Once you make the transfer you are given a receipt with something called an "MTCN" code in the upper right. It's a ten digit code, and the person receiving the money will need to know that code, and the amount sent in order to retrieve the money.

There are other ways of moving money around, but they are going to involve on-line accounts that you connect to either a credit card or a bank account. In your situation, these won't work.

You can use Postal Department Government of India where all you need is a valid postal address to make a Money Order. They have largest network and you can both send receive moneys without any linkages for a bank account.

Send money through Western Union.

Find a Western Union in your area and pay them the money.
Then the person in the U.S. will find a Western Union in their area to pick up the money.

There is a fee though (about $15 US dollars?)

Make sure you both have Western Unions (or another type of moneygram business) before you do this.

Presuming you are in India, if you need to send only small amounts within prescribed limits of RBI (check the present Regulations in this context), then you only need to complete a "Form A4" with a Bank like SBI/any other & take a DD affording charges(Rs.250-), then send the same by surface mail.
