Could be many reasons. But check all your connections first. Make sure everything is tight and secure. If an install disk came with the modem, run it again. Also check your Windows internet options connection tab to make sure your computer is set for DSL and not dialup. Hope this helps.

It may need software to set it up.
If it is USB, the USB point may be bad. Or the USB controller may have an issue.
Check out devices under system in Control panel, look at the device listing and see if there is a yellow exclamation mark against a device of the sort you use. You also may need to install the device manually using add Hardware wizard.

Did you install the CD first? Is the modem hooked up via USB or Ethernet?
