With the heater and blower on high settings and the engine real hot, grab first the input heater hose and then the output heater hose at the firewall. They should both feel very hot. If one feels much cooler, then your heater core is not flowing coolant as it should. Replace the heater core to restore full flow. This assumes that your engine coolant system is operating normally including the thermostat, water pump, radiator etc. Older cars that have not had their coolant systems maintained properly will most likely have this problem with a plugged heater core. Once the coolant turns a funny color (like brown), it's too late to change the coolant for proper maintenance. The coolant should be changed every two years at most no matter what the manufacturer says in my opinion. If both heater hoses feel hot, maybe you have a air blend door not opening under the dash.
